are my two favorites, the latter is a little bit more reliable but  
they don't support IMAP without paying $10/m extra, but DreamHost are  
making great strides to take care of any problems that arise.

Wordpress, written in PHP, is one of the best these days, the  
extensions & plugins are really pretty awesome.  Typo, written in  
Ruby on Rails, also seems pretty good but Wordpress is definitely  
ahead of it in terms of features.
