[Pc_Support] "Not enough resources" on fresh Windows 2000 install?

The devices are:
* NeoMagic MagicGraph127ZV/ZV+/XD
* Texas Instruments PCI-1250 CardBus Controller
* Texas Instruments PCI-1250 CardBus Controller

All three are connected via the PCI bus.

Looking under the System Information program's Conflicts/Sharing section 
it lists:
IRQ 9 - Microsoft ACPI-Compliant System
IRQ 9 - Intel 82371AB/EB PCI to USB Universal Host
IRQ 9 - NeoMagic MagicGraph128ZV/ZV+/XD driver
IRQ 5 - ESS Maestro 2E PCI audio Drive (WDM)
IRQ 5 - MPU-401 Compatible MIDI Device

As you can see, no mention of the TI CardBus ports.  I've tried enabling 
only one of the CardBus slots but it doesn't make a difference.  I've 
also tried disabling some of the other devices that are sharing 
resources but that also makes no difference.

The problem is that I can't modify the resources on the devices that are 
working, it won't give me that option, and the devices that aren't 
working don't have any resources to change.

I'm actually unable to find separate downloads for drivers for either 
the video card or the CardBus slots that are for Windows 2000, so I 
figure I'm stuck with them.

I know.  Could that be the problem, though, or is it most likely just 
going to be an IRQ / OS / driver issue?
