Dialup or broadband?  Does it use any custom software or add anything
funny to IE?

Do you have anything funny set in your Internet Options control panel's
Connections tab?  That's probably where the problem is coming from.

Have you tried to ping to anywhere or use another TCP/IP program (email,
IRC, IM, etc)?
