[Pc_Support] XFX DoA Issues

fyi, I am finding a lot of threads about dead XFX cards now that I'm in a 
situation where I need to RMA my card.  It seems XFX is known to be one of 
the worst when it comes to DoA problems and other failures.  I've read a few 
accounts of people going through multiple RMAs before receiving a working 
card.

Out of the two dozen different companies selling knock off NVidias, I guess I 
picked the worst.
